Parent in Order of Selection

Parents selected layers as a hierarchy chain in order of selection

How to use

Select the layers you want to parent in the desired order
Choose the "Parent in Order of Selection" tool from the menu
This will create a hierarchical chain of parent-child relationships between the selected layers, with the first selected layer being the top-level parent
